Resource Parent Frequently Asked Questions
1. How do I know if my child is auto-enrolled?
Children who meet the Children and Families Specialty Plan (CFSP) criteria will be auto-enrolled in the health plan.
All legal guardians (DSS and/or Adoptive parents) will receive a member packet.
If you have questions, call your local DSS or Healthy Blue Care Together Member Services line (see Key Information and Resources section below for contact information).
2. When will the legal guardian receive the new insurance card?
Healthy Blue Care Together began sending out new insurance cards mid-November 2025 to DSS guardians and Adoptive parents.
If your child is under DSS custody, the social worker will have the new card. If you haven’t received your card yet, please contact the DSS guardian for the youth placed in your home.
3. Can legal guardians choose to stay with their current MCO instead of transferring to HBCT for care coordination?
Individuals should refer to the Enrollment Broker for assistance with choosing a health plan
4. What are the differences between this new plan (CFSP), the standard plan and the tailored plan?
Individuals should refer to the Enrollment Broker for assistance with choosing a health plan.
5. Is vision covered under this plan?
Yes, vision services are offered through Healthy Blue Care Together.
6. Is dental covered under this plan?
Medicaid Direct will continue to provide dental coverage.
7. If my child is receiving enhanced mental health services (e.g., intensive in-home therapy, therapeutic foster care), will their services continue?
If the provider is contracted with Healthy Blue Care Together, services will continue, and authorizations will carry over.
For specific service questions, contact your mental health provider agency directly.
8. How will this affect a child in a leveled group home or PRTF placement?
Services will continue if the provider is contracted with Healthy Blue Care Together.
Authorizations will carry over.
Healthy Blue Care Together also contracts with out-of-state providers.
9. Will more doctors’ offices accept Healthy Blue Care Together, or will we have to switch doctors?
Healthy Blue Care Together has a large provider network, giving access to more providers.
If you need to update the primary care provider listed on the card and the youth is in foster care, please contact the DSS guardian for the youth to support you in updating that change.
10. If the primary care provider is not in network, how can they become in network?
Healthy Blue Care Together is actively contracting with providers.
Providers are welcome to contact Healthy Blue Care Together to learn about the health plan and how to join.
Transition flexibilities are in place until July 1, 2026, to ensure continuity of care and no gaps in services.

11. Who will manage 1915(i) services?
Healthy Blue Care Together will manage 1915(i) services.
12. If a child is on the waitlist for an Innovations Waiver, do they need to reapply?
No. Individuals on a waitlist are eligible for CFSP, and the current list carries over.
13. What are Value Added Benefits and how do you access them?
Healthy Blue Care Together offers extra benefits at no cost to you. These are called added services. Some added services may only be available for members who qualify. Explore them in the following links for more details:

14. When will Care Managers reach out to resource parents and guardians?
Care Managers will reach out in early December 2025.
High-needs cases will be prioritized, but all members will receive a call.
15. If the child is reunified prior to 12/1, can they access the plan?
Yes. If reunified before December 1, 2025, the member will remain in the plan and receive services for at least 12 months.
16. Will resource parents be able to create an online account with the Healthy Blue Care Together member portal?
Unfortunately, no. However, our resource parents will have access to the Healthy Blue Care Together Care Manager assigned to the member/youth they are currently caring for if they have any questions.
DSS Legal guardians, Adoptive parents and youth ages 18–26 only have portal access.
17. If a youth over 18, aged out of foster care, but now lives in another state, can they access this plan?
Healthy Blue Care Together is only available to North Carolina residents.
If the youth return to NC: yes, they are eligible for the health plan until age 26.
18. If you have guardianship or KINGAP, will your child be placed on this plan?
The DSS Guardian agency that is working with the youth will determine CFSP eligibility before guardianship is transferred to the Kinship and/or Foster Parent.
19. Are there copays?
There are no copays for the following members or services:
Members under age 21
Members who are pregnant
Members receiving hospice care
Federally recognized tribal members or others eligible for Indian Health Service (IHS)
North Carolina Breast and Cervical Cancer Control Program (NC BCCCP) beneficiaries
Children in foster care
People living in an institution who are receiving coverage for cost of care
Behavioral health services
Intellectual/developmental disability (I/DD) services
Traumatic brain injury (TBI) services
